The NCI Program provides down payment & closing cost assistance loans to buy foreclosed homes ONLY.  What is a foreclosed home?  > Currently bank-owned  > No short sales 

Eligible areas are within ZIP code areas of 21701, 21702, 21703 or 21716. Inquire to determine if an address is eligible.  Note: Priority Funding Areas no longer apply effective 10-9-09.

1.    Work with a participating real estate agent and a participating mortgage lender. 

2.    Have a maximum household income at or below 120% of the HUD area median income.

3.    Complete an 8-hour Homebuyer Education Program through the Frederick Community Action Agency. To register contact Brad Petersen at 301-600-3966, or Joe Baldi at 301-600-2077.  Classes are held twice monthly.

4.    Obtain a conforming/government fixed mortgage for a minimum of 30 years. No co-signers.

5.    Use the property as primary residence.

6.    Obtain a home inspection and home warranty.
