C. Paul Smith is a local attorney, a student of the U.S. Constitution, an author of three books, a leader in the Boy Scouts of America (BSA) and an Elder in The Church of Jesus Christ of Latter-day Saints. He is a former Alderman of the City of Frederick (2006-2009).  He is the County's representative to the Transportation Planning Board of the Metropolitan Washington Council of Governments, where he also served for four years as a City Alderman.

Paul Smith (age 63) has practiced law in Maryland since 1978. His practice consists primarily of family law matters, estate and probate matters, and general civil litigation. In 1978 he received a Juris Doctor Degree from the J. Reuben Clark Law School at Brigham Young University. He is admitted to practice law in all state and federal courts in Maryland and before the U.S. Court of Appeals for the Fourth Circuit and the U.S. Supreme Court. He is a member of the state and county bar associations. Paul wrote and published The State of the Constitution (2002) and the newsletter that regularly supplements the book, Constitutional Law Updates (2001 – present).

Paul and his wife, Terry, have been married 38 years. They moved to Frederick County in 1979. They have 12 children and 23 grandchildren. Seven of their children have graduated from college; three have advanced degrees; three are currently in college. Nine of the children have graduated from Frederick High School. The children have all been involved actively in various school and community programs, including basketball, football, baseball, lacrosse, wrestling, cross-country, diving, student government, and drama. Paul played high school football, basketball and baseball as a youth; he has coached many baseball and basketball teams in community programs throughout the years.

All nine of Paul and Terry’s sons have achieved the rank of Eagle Scout in the BSA. Paul has served as scoutmaster five different times (between 1974 and 2005), and he currently serves on the training committee in the Catoctin Mountain District of the BSA. Paul has always been actively involved in service in The Church of Jesus Christ of Latter-day Saints, where he served as a missionary to France (1970-72); bishop of the Frederick Ward (1994 – 2000); stake youth basketball coordinator (2005-2009); Young Men’s President (2009-2010), and currently a member of the Frederick Maryland Stake High Council. Eight of Paul and Terry’s sons have also served missions around the world -- to Japan, Argentina, Romania, Utah, Italy, Canada, and Poland. In 1988, Paul published the book, I Will Send My Messenger.

Paul brings a wealth of experience to the Board of County Commissioners. His goal for the county is to bring new jobs, bring key road improvements, expand the tax base, and preserve the quality of life that makes Frederick County the best place to live in the State of Maryland.
