Standard Disposal/Recycling of Scrap Tires
Scrap tires have been banned from disposal in Maryland landfills since January 1, 1994. The Department of Solid Waste Management provides two scrap tire trailers at the Landfill for the convenience of its customers.
If you are interested in disposing of scrap tires at the Frederick County Landfill please familiarize yourself with our Scrap Tire Disposal Policy below. Compliance with this policy ensures compliance with the Department of Solid Waste Management's Solid Waste Disposal Permit and Secondary Scrap Tire Collection Facility License (20013-RSC-09071).
Anyone bringing in more than five (5) tires per calendar year will need to provide the Scalehouse a valid Scrap Tire Haulers License number in order to legally dispose of scrap tires through our tire disposal program. This license number, and all tire disposal activity associated with the number, is reported back to the Maryland Department of the Environment. Anyone attempting to dispose of more than five (5) tires per calendar year that cannot provide this number will not be allowed to dispose of scrap tires at our facility. Scrap tires must be segregated from waste loads to ensure that tires will not be disposed of at the Landfill Face and/or Citizens Convenience Center.
Each customer/driver will be required to remain at the Landfill working face after dumping their load while Landfill staff check the load for scrap tires. The customer/driver will be asked to remove any scrap tires found within their load at that time. Landfill staff will indicate to the driver when their load has been checked and they are cleared to leave the Landfill working face.
If tires are discovered within a waste load after the driver has left the working Landfill face, Scalehouse personnel will direct the customer/driver to immediately return to the working Landfill face to remove their tires.
If the customer/driver has left the Landfill or refuses to return to the working face, Landfill staff will notify the customer/company and ask that a representative be sent back to the landfill to remove the tires. Tires found before 3:00 p.m. must be removed by the customer within one hour of notification. Tires discovered after 3:00 p.m. must be removed by the customer by 9:00 a.m. the following working day (including Saturdays).
If the customer/company does not return to remove the scrap tires as requested, they will be billed our standard rate of $.69 per 20 lbs (residential) or $160.00 per ton (commercial rate), as well as an additional handling charge of $25 per tire.
Tires must be stacked in the designated tire collection trailers, cannot contain waste within them, and will be the only items allowed to be left at the tire collection trailers. Customers must vertically stack tires (with tires lying horizontal or flat to the trailer floor) within the correct tire trailer. The signage at the trailers indicate (based on size) in which trailer the tires will need to be placed. Tires cannot be dumped on the ground or thrown into the trailers unstacked.
Due to space limitations we require that advance notification and permission be obtained prior to delivering loads of ten or more tires. Call and leave a message at 301-600-2985 .These messages are checked periodically throughout the day and all calls are returned promptly.
Failure to Abide
Failure to abide by these rules will result in rejection of all future loads of scrap tires from the customer/company in violation by the Department of Solid Waste Management. It is a requirement of our Secondary Scrap Tire Collection License to report to the Maryland Department of the Environment companies/individuals that attempt to deliver more than five (5) tires to our facility annually without a valid Scrap Tire Haulers License.
