Commissioner Jan H. Gardner

President


 

   Frederick County Commissioner President Jan H. Gardner is serving the citizens of Frederick County in her third term of office. Ms. Gardner is best known for her advocacy and support for public education, intelligent growth management policy, improvements to agricultural preservation programs, and outreach to the public.  Commissioner Gardner is an active member of the Maryland Association of Counties (MACo), serving as President in 2007. She is a member of the MACo Legislative Committee and Vice-Chair of the Education Subcommittee for 2010. 

    Commissioner Gardner ran for public office out of a passion for public education and with a belief that equal access to quality educational opportunities is the key to a successful future. She has accelerated school construction in Frederick County though a  new funding source, a dedicated revenue stream from recordation fees, with a focus on renovation of older schools, as well as new school capacity. She helped strengthen the Adequate Public Facilities Ordinance (APFO) for schools and has been an advocate of public safety provisions.  Commissioner Gardner served as a member of the Statewide Public School Facilities Task Force, working to define adequate school facilities and identify State funding needed to achieve adequate school facilities.

     The current board of commissioners introduced Growth Management Initiatives to update the County’s comprehensive plan, the zoning map, and to revise the APFO. Under Ms. Gardner’s leadership, the Board of County Commissioners is making significant changes to local land use plans and is taking bold steps to link growth with adequate infrastructure and to reduce the amount of growth in the county's rural and resource conservation areas.  The commissioners have adopted new stream buffer setback areas and have increased forest protection. 

      Other notable accomplishments include an upgrade of the County’s Bond Rating, the introduction of a prescription discount card program for all County residents, passing affordable housing legislation and establishing an affordable housing fund, and permanently protecting thousands of acres of farmland under a new agricultural preservation program.

     Ms. Gardner recently served on the Task Force on the Future for Growth and Development in Maryland. She has been twice honored as one of Maryland’s Top 100 Women. She is a member of the Board of Directors of the Frederick Innovative Technology Center, Inc., the first business incubator in Frederick. She serves on the Board of Trustees for the Citizens Care and Rehabilitation Center, the Frederick Community Action Agency, the Frederick County Public Libraries and the Frederick County Business Development Advisory Committee. She is also an Authority Member of the Internal Agency Audit Authority.

   Ms. Gardner graduated from the University of Notre Dame with a BBA in Finance and Economics and received an MBA from Xavier University in Cincinnati, Ohio, graduating summa cum laude.  Ms. Gardner is married with two adult children and one child in college.
