The mission of the Frederick County Department of Housing and Community Development is to assist in the provision of affordable housing for Frederick County residents with an emphasis on special needs populations, senior citizens, persons with disabilities, and low to moderate income workforce households.

We are excited to announce HAP Program changes effective March 9, 2018!! HAP loan amounts have increased to $8,000 and $10,000!! Changes also include updated income limits and requirements for Homebuyer ducation. See our Homebuyer Programs page for more information.

Housing staff and members of the Affordable Housing Council joined with other community partners for a conversation and collaboration around affordable housing at the 2017 Affordable Housing Summit held Thursday, October 26th, and sponsored by The Community Foundation of Frederick County.
