Frederick County Executive Jan Gardner announced the official appointment of Raymond V. Barnes as Chief Administrative Officer (CAO) for Frederick County Government on March 6, 2018, after the County Council confirmed the appointment. Mr. Barnes served as the Acting Chief Administrative Officer since Sept. 11, 2017.
“Ray is a consummate professional and has done an outstanding job,” Executive Gardner said. “His experience and wealth of knowledge has been a huge asset. I am pleased to make Ray’s appointment permanent.”
As CAO, Mr. Barnes oversees daily operations for all 17 divisions under the direction of the county executive. He brings 35 years of experience in government. He retired in January 2017 as Chief Operating Officer for Frederick County Public Schools. He also spent more than a decade working in the Planning and Zoning Department of Frederick County Government.
Mr. Barnes succeeds Paul Dial, who served as CAO from June 2016 until his retirement on August 31, 2017.
