 Monocacy Scenic River Management Plan

The Monocacy Scenic River Citizens' Advisory Board (River Board) completed the update and revision to the 1990 Monocacy River Study and Management Plan, written by the Maryland Department of Natural Resources (DNR) and the River Board.  On August 2, 2017, the River Board voted to approve their Recommended Monocacy River Management Plan and transmit the Recommended Plan to Frederick County and Carroll County for review and approval.

The Monocacy River management Plan describes the River's ecology, environmental resources, natural and cultural history, and contains recommendations for the Monocacy River Corridor.

The River Board's Initial Draft of the update to the Monocacy River Management Plan was released in October 2016, which included notification to River corridor landowners, publication of the Plan on the River Board web page, distribution of the Plan to 5 libraries, a formal press release, and media coverage.

Six (6) public meetings on the Initial Draft Plan were held by the River Board, which resulted in revisions to the Initial Draft Plan.  The River Board's Final Draft Plan was released on June 16, 2017, followed by a public hearing on July 12, 2017.  The River Board's Plan had extensive public outreach, comment, and review components.

Frederick County Review Process and Schedule

The Frederick County Planning Commission conducted a public hearing on the River Board's Recommended Plan on October 18, 2017 and voted on its recommendation to the County Council on November 8, 2017.
