Sample: Letter Of Credit - SEC/SWM SEC/SWM Performance Agreement - Bond: Sediment and Erosion Control and/or Non-Dedicated Stormwater Management - Secured with a SURETY BOND*. | Use one of these Performance Agreements for securing all Sediment and Erosion Control and Non-Dedicated (Privately Owned) Stormwater Management Devices. You may combine the approved amounts for sediment control and stormwater management on a single Performance Agreement and in a single security. A sample Letter of Credit is provided for reference. Please do not vary from the language or format of these documents. For instructions on using surety bonds, please refer to the Surety Bond section on this page. |
Public Improvements Performance Agreement (PI) - LOC: Public Improvements - Roads and Drainage -Secured with an LOC or Escrow Sample: Letter of Credit PI Public Improvements Performance Agreement (PI) BOND: Public Improvements - Roads and Drainage -Secured with a SURETY BOND* | Use one of these Performance Agreements for those Public Improvements, such as Public Roads, Storm Drains (excluding water and sewer projects) to be constructed and dedicated for the Public's use that will be maintained by Frederick County upon acceptance. Surety Bonds Checklist | Use this checklist to assure the conditions and requirements for using surety bonds are met. This checklist must be provided with the Performance Agreement submission. | |
Frederick County Surety Bond | This is the approved surety bond as allowed by Frederick County. No changes or substitutions are allowed. Please complete in its entirety. | |
Performance Agreements that use surety bonds for their secured funds must be submitted with the Surety Bonds Checklist, Frederick County Surety Bond, and the appropriate amount of supplemental funds in the form of a Letter of Credit or Escrow. Please refer to the individual Performance Agreement for the specific breakdown of fund requirements. |

Cost Estimate Worksheet (EXCEL) | Use the "Cost Estimate Worksheet" to plug-in the item description, quantity and cost of specific required items from the "Approved Unit Prices" list. The worksheet will auto-calculate the initial schedule of values and (If you SAVE a COPY on your PC) any subsequent requests for release. Use the "Cost Estimate Worksheet" to printout a blank worksheet for entering items by hand. |

Minor Grading/Minor SWM Permit Package (MN) | Use this application package for proposed grading that will disturb less than 30,000 SF and less than 500 CY (ONLY). This package contains the Standard Plan Agreements for Erosion and Sediment Control and Stormwater Management. |
Major Grading/Major SWM Permit Package (MJ) (SWM) General Procedures | Use this application for any earth disturbance that does not qualify as "Minor Grading" permit applications. |
Minor/Major Logging Permit Package (MNL) (MJL) General Information and Mapping | Use this application package for qualifying "Minor" and "Major" forest harvesting operations. This package contains the Forest Harvest Operations - Standard Plan Agreement for Erosion and Sediment Control and a Declaration of Intent. |
Public Improvement Permit Package (PI) | Use this application package for the portions of projects that propose to have certain public improvements dedicated to the County's use. This does NOT apply to public water or sewer improvements. |

SWM Micro Practice (ESD) Permit Package (SWM-ESD) | This package contains the guidance checklist, ESD permit application and the Maintenance and Inspection Covenants and Agreement. |
Forest Resource Inspection Application Package (FRO) | Use this application package to apply for the necessary inspections to satisfy FRO requirements. |
Micro-Stormwater Management Practices are required on all Single Family Dwelling construction. The following documents are provided for your assistance:
- ESD Flow Chart: Use this chart to determine the type of plan, review agencies and permits that will be required for your construction.
- Micro-SWM Practice Check Sheets: Use this document to determine the requirements or options associated with the individual ESD practice types you choose for your construction.
- Dry-Well Construction Details: Dry-Wells are one of the most common practices utilized. This document is an example checklist and cross sections for a Standard sized dry-well. You may simply change the dimensions to suit your requirements.
- Dry-Well Self Inspection - Submission Requirements Form [ Interactive] - [Hand Written]
- As-Built Drawing Example: All practices requiring continued monitoring must be located on a drawing AS they were BUILT in the field.
- Construction Photos Examples: Customer provided photo documentation may be used in lieu of scheduling inspections. But, the photos must be clearly identified and be complete for EACH practice installed.
- ESD Inspection & Maintenance Covenant: Complete this document establishing a perpetual inspection and maintenance covenant on your property of the Micro-SWM Practice.
