Step 1: Submit Application. Application is made electronically through the County’s online Application Portal. See the web packet application for Residential Use Addition, Alteration and Accessory Structures for requirements.

  • Select the Residential Use Permit Application.
  • Select a Work Type of Basement Finish on the application.

Step 2: Completeness Check. County staff checks the application to confirm it includes the required information and documents. 

  • If any submission documentation or requirements are missing, the applicant will receive an email that the application was sent back with a link to the online Application Portal.

Important Information Pertaining to Basement Finishes:

    • A floor plan is required for all basement finishes. The floor plan should include all of the rooms labeled with their intended use (example: bathroom, rec room, craft room, etc.) as well have the dimensions of each room labeled. Each room should be labeled as existing or proposed. 
    • If proposed scope of work includes a wet bar, an elevation plan of the proposed wet bar is required. This plan should include a cabinet layout, sink size, and all appliances. A statement from the property owners detailing the intended use of the space may be required. 
    • All basements are evaluated for components of an Accessory Dwelling Unit and additional information may be requested from the applicant. 

Step 3: Pay Application Fees. When an application is deemed complete by County staff, the applicant will receive an email with instructions to pay the application fees. 

Step 4: Agency Review*. After the fees are paid, the application is reviewed by the appropriate agencies. Due dates are 1-week from the date the permit is assigned to the review agencies.

4a. No Comments or Corrections. If there are no review comments, the application will move to Step 5 where the application is approved and the Agricultural Zoning Certificate is issued.

4b. Corrections Needed. If corrections are needed, the applicant will receive an email to review staff comments. Revise plans based on reviewers' comments and resubmit on the online Application Portal under Applicant Actions.

Step 5: Application is Approved and Building Permit is issued.
