The Green Homes Program is designed to help create sustainable households in Frederick County. While open to ALL, the Green Homes Program especially strives to connect with those who might not have thought about "going green" before, households that may need extra support to decrease their energy use, individuals struggling to adapt to climate risks like extreme heat or air pollution, and anyone who needs a little boost to live more sustainably. We want EVERYONE to get involved!

What Is the Green Homes Program?

The Green Homes Program has three main components:

  1. Our Green Compass initiative provides Community Navigators to assist residents in finding, understanding, and benefitting from local, state, and federal programs and incentives that can help improve their home environment, lower energy costs, and live sustainably. 
  2. The Green Homes Challenge is an interactive guide to sustainable living that offers participants incentives and defined actions to support saving energy, making environmentally friendly choices, and using renewable energy. 
  3. Our Green Incentives offer financial help along the path to sustainability. Some programs, like Power Saver Retrofits, are open only to low- to moderate-income households. Other programs, like our Septic Rebates, are open to any household (with a septic system).
  4. The goal of our Green Partnerships is to ensure that all Frederick County residents can benefit from sustainable living. By working with local organizations and community stakeholders, we make "going green" more possible for underserved and overburdened communities. By involving volunteers, we can bring sustainability to every neighborhood.

Green News

At the end of 2024, the EPA issued a $997,266 Environmental Justice grant in support of our Green Homes Program, to make sustainability initiatives more accessible and affordable for Frederick County households.

In January 2025, the new federal administration broke the contract and stopped paying out the congressionally-approved funds.

Minority, elderly, disabled, and low-income populations are more at risk from the impacts of a changing climate because they may have more difficulty recovering from storm-related property damage and are less able to withstand interruptions to employment. Some may struggle to adapt their homes in response to higher energy demands and costs. Lower-income neighborhoods are often exposed to higher temperatures, due to having less tree cover and more paved surfaces.  

The Green Homes Program is part of Frederick County Government's work to address the impacts of climate change and ensure that the community's needs are assessed equitably.
