Human Relations Commission Annual Awards

The Human Relations Commission (HRC) is proud to recognize individuals, organizations, and businesses that promote justice, equality, and inclusion in Frederick County. Each year, we honor outstanding contributions through the following awards:

  • Theodore W. Stephens Lifetime Achievement Award
     For individuals with at least 10 years of active involvement in community service and a record of eliminating discrimination and promoting cultural awareness.
  • Lord D. Nickens Community Service Award
     For individuals or organizations demonstrating strong commitment to justice, tolerance, and diversity in the community.
  • Human Relations Award
     For businesses providing leadership in civil rights or social justice activities and supporting people in need.
  • Claire S. Knight Youth Achievement Award
     For Frederick County residents under 30 who have shown leadership and achievement in human rights activities.

Nomination Process

  • You may submit more than one nomination, but only one category per form.
  • Complete all sections of the nomination form and provide detailed information about the nominee.
  • Attach supporting documents such as a resume or letters of support, if possible.

Deadline: Nominations are accepted year-round. 

For the 2026 awards cycle, submissions must be received by February 10, 2026. Forms submitted after this date will be considered for the next cycle.
