Licenses Types
The Frederick County Liquor Board offers three main types of licenses:
- Beer Only
- Beer & Wine
- Beer, Wine & Liquor.
In addition, there are three license classes available in the county:
- Class A - Off Sale only
- Class B - On Sale (Class B-Beer, Wine & Liquor allows off premise sales of beer & wine of not more than 22% by volume)
- Class C - On Sale (non-profit Clubs only)
Frederick County also offers 24 specialty licenses designated for unique venues such as dinner theatres, cinemas, golf simulator facilities and more.
Class A-Off Sale Only (Limited)
The number of Class A licenses in Frederick County is limited by election district based on the 2020 Census count.

How the Application Process Works
- Complete and submit the Application Request Form
- Within 24-48 hours, Liquor Board staff will prepare a customized application and email it to you.
- Return the completed application within 30 days.
- Once accepted, your application will be scheduled for a hearing (approximately 45 days).
- Before the hearing, obtain approvals from required County/City and State agencies. A checklist will be provided, and staff will coordinate with agencies on your behalf.
- At the hearing, the Board will review your application. If approved, a conditional approval date will be issued, allowing time for final inspections or outstanding items before the license is officially issued.
