The Frederick County Human Relations Commission, a volunteer body that oversees area compliance with discrimination laws, conducts hearings and forums into community issues and works to foster a spirit of multiculturalism in the county, will present Henry L. Templeton Student Excellence Award $100 “scholarships” to one student from each of the county’s public high schools, one student from Saint John’s Catholic Prep, and one student from the Maryland School for the Deaf.
