[ARCHIVED] Clarification on Phase 3 Openings

FREDERICK, Md. – Frederick County Government reminds businesses that under Governor Larry Hogan’s most recent Executive Order, currently only retail businesses are permitted to operate at 75 percent capacity. Phase 3 of Maryland’s Reopening Plan requires the following types of businesses to operate at 50% capacity: personal services, including hair salons, barber shops, tattoo salons, nail salons and massage therapy/spas; bingo halls; bowling alleys; skating rinks; fraternal and social clubs; and indoor recreation; food service businesses, including restaurants and bars; and fitness centers.

Nothing has changed for restaurants or bars. Restaurants and bars are not defined as indoor theaters or outdoor entertainment venues.

Indoor theaters are allowed to open to 50 percent of capacity, or a maximum of 100 people, whichever is less and with other limitations.

Outdoor venues where live performances or motion pictures are shown and tickets are sold can open to a maximum of 50 percent of the venue capacity, or 250 people, whichever is less.
