
FREDERICK, Md. – Beginning Monday, October 13, 2025, the Frederick County Division of Planning and Permitting and the Treasury Department will temporarily close the 30 North Market Street building and drive-through for ongoing renovations.
During the closure, most Planning and Permitting and Treasury services will be available in the lobby of Winchester Hall located at 12 East Church Street on weekdays from 8 a.m. until 4 p.m. Services will also remain available through remote and online options on weekdays from 8 a.m. until 4 p.m.
In-person meetings with County staff may be scheduled if a matter cannot be handled remotely. Appointments are preferred.
The drive-through window of 30 North Market Street is tentatively scheduled to reopen on Monday, October 27 for limited public services and operations unless otherwise announced.

- Development Review & Planning: All services and processes will continue as usual. Customers can use the County’s online portal for plan and permit submittal, processing, and tracking at FrederickCountyMD.gov/ApplicationPortal. - Treasury Department: Tax, water and sewer, and other Treasury payments can be made in the Winchester Hall lobby or online at FrederickCountyMD.gov/Treasury. Paper documents requiring stamps for recordation tax will be accepted in the Winchester Hall lobby. Abstractors may continue to use SimpliFile to process documents online. MVA registrations will be closed beginning Monday, October 13 and are tentatively scheduled to reopen on Monday, October 20.
