 Notice of Continued/Postponed Public Hearing Re: Proposed Amendments to the Frederick County Water and Sewerage Plan

The County Council (“Council”) of Frederick County, Maryland, will conduct an in-person and virtual public hearing on Tuesday, December 5, 2023, at 5:30 p.m. (or soon thereafter), in the First Floor Hearing Room, Winchester Hall, 12 E. Church Street, Frederick, Maryland, to consider the following requests to amend the Frederick County Water and Sewerage Plan:

WS-23-01 - Charlyn, LLC. Tax Map 79E, Parcel 29. East and west sides of Boyers Mill Road within the Town of New Market.
Reclassification of 170.91 acres from W-4, S-4 to W-3/Dev, S-3/Dev plus the addition of a sewage pump station symbol on the sewer map

WS-23-02 - Justron, LLC. Tax Map 79H, Parcel 213. West side of Boyers Mill Road within the Town of New Market.
Reclassification of 91.49 acres from W-4, S-4 to W-3/Dev, S-3/Dev.

On November 21, 2023, the County Council voted to continue the public hearing for WS-23-01 and to postpone the public hearing for WS-23-02 to December 5, 2023. 

Copies of the proposed amendments can be found on the Frederick County Government’s website at https://www.frederickcountymd.gov/7979/Water-and-Sewer-Planning. Written comments should be addressed to Ms. Karin Flom, Frederick County Planning and Permitting Division, 30 N. Market Street, Frederick, Maryland 21701 or via e-mail to kflom@frederickcountymd.gov (301-600-2508).

Individuals will be given an opportunity to be heard at this public hearing.  The applicant will be given 15 minutes to present the request and five (5) minutes for rebuttal.  Members of the public will be given three (3) minutes per speaker.

The Council will also utilize a web portal that can be found at www.frederickcountymd.gov/councilmeetings which will allow the public to participate in Council meetings. Individuals can watch the live public hearing via FCG TV (Channel 19), send written comments to councilmembers@frederickcountymd.gov, or use the toll-free number listed below to listen, speak live or leave a voice mail message.  Voice mail messages will be transcribed and sent to the Council Members after the conclusion of the meeting.  The portal also uses built-in translation services so those for whom English is not their native language can leave comments or read responses in more than 100 languages.  

The public is reminded that all comments, both written and oral, will be made part of the public record.  Voice mail messages and callers should include your name and address at the beginning of your comment.  The toll-free number is 855-925-2801, provide the meeting code 8365, and press *2 to leave a voice mail message or press *3 to enter a muted queue to speak live during the public comment portion of the meeting.  

Persons requiring special accommodations for this public hearing are requested to contact the Council’s Office at 301-600-1135 (TTY: Use Maryland Relay) to make the necessary arrangements no later than three (3) business days prior to the hearing.
