Mission: To promote the healthy development and well-being of young children and their families through community collaboration.
The core goal for all IECC members is to foster the successful growth and wellness of families and young children in Frederick County. On a monthly basis, members meet to discuss and strategize ways to accomplish their mission, which include action items such as:
- Identifying and sharing resources for families and partner agencies
- Raising awareness on ways to support a healthy community
- Educating the community on the value of investing in early childhood wellness
- Promoting opportunities for local investment in early childhood wellness
- Collecting and analyzing early childhood data and research
By combining community action, brain research, and the science of early child development, the IECC takes a holistic view of what children, and their families need to thrive. From the data they collect, the IECC creates recommendations for innovative, non-duplicative programs and policies, along with research-driven guidance and best practices. By doing so, the committee promotes the cognitive, physical, emotional, social, and financial wellbeing of families within our community.
The IECC also acts as a network for early childhood professionals to share resources and updates from their respective organizations, so these groups have consistent communication in their shared efforts to help young children.
The Interagency Early Childhood Committee (IECC) is a group of organizations working to support young children and their families in Frederick County. The IECC is a subcommittee of the Frederick County Local Management Board within the Division of Family Services.
Early childhood professionals formed the IECC to share information in a collaborative setting and strengthen communication within the County.
Members of the IECC represent different agencies and organizations throughout the County. They provide diverse perspectives on how to support families in the community. By sharing their insights, experiences, and expertise, they are able to empower and sustain each other’s efforts, and have a greater impact together than any single organization can achieve alone.
The IECC is recognized by the Maryland State Department of Education as Frederick County’s Early Childhood Advisory Council (ECAC).
In the late 1970’s, a group of Frederick County’s early childhood advocates joined together to form the Committee for Interagency Articulation for Children (CIAC). The goal of the committee was to raise awareness for quality child care. Led by Iris Zimmerman and Dorothy Egbert, the group also included representatives from Hood College, Seton Center, and other local programs.
Under the wing of the Frederick County Mental Health Association, the CIAC later transitioned to become the Frederick County Interagency Early Childhood Committee (IECC).
Composed of early childhood professionals from all disciplines, the committee focused on creating new activities to raise awareness of the importance of quality child care and education. Such activities included an annual child care provider recognition event, the Children’s Festival, and a bus ride for local legislators to visit child care sites.
In the mid-2000’s, the IECC became a subcommittee of the Local Management Board within the Division of Family Services of Frederick County Government. Thanks to this connection, the influence of the IECC is stronger and more widespread in the county.
Most recently, the State of Maryland invited groups from different jurisdictions to apply to become part of the Early Childhood Advisory Councils (ECAC). The IECC applied for and was awarded this distinction, allowing for greater interaction with other Maryland groups and access to state-level funding for projects.

IECC Meetings
IECC Meetings are held on the 1st Thursday of every month from 1:00pm to 2:30pm. The next meeting is virtual on January 8, 2026.
