The Maryland Department of Planning requires a mid-cycle report for local government comprehensive plans. The Livable Frederick Master Plan was adopted on September 3, 2019 and the County’s mid-cycle report was due on July 1, 2025. The report was submitted on June 20, 2025. The report addresses the status of Livable Frederick implementation and identifies strategies for continued progress to achieve the vision and goals of the plan in the years to come. Development trends associated with the calendar year 2020-2024 annual reports are also identified and described.
As part of the 5-Year report, the Livable Frederick Planning and Design Office hosted a series of meetings to (1) track plan implementation progress since 2019 and (2) identify implementation priorities for the next five years. The meetings focused on the initiatives and supporting initiatives in the adopted Livable Frederick Master Plan. This report is not an amendment to the comprehensive plan.
Each vision theme had its own series of meetings (Our Community, Our Health, Our Economy, Our Environment). Participants represented various public agencies, nonprofits and institutions, and other community advocates whose work aligns with each vision’s implementation recommendations. All meetings were open to the public. Each vision theme also had its own survey.
