Food Equity and Emergency Distribution Grant Program (FEED)
On November 7, 2025, County Executive Jessica Fitzwater announced a plan to help residents affected by the recent federal government shutdown including delays in the Supplemental Nutrition Assistance Program (SNAP) by providing $1,000,000 in food assistance funding to support Frederick County residents. On November 18, 2025, following budget approval by the County Council, County Executive Fitzwater authorized the creation of the Frederick County FEED: Food Equity and Emergency Distribution Grant Program. This targeted grant supports local nonprofits, food banks and pantries, religious entities and other organizations working to provide food and essential services to community members in need. The FEED program will be administered by the Community Foundation of Frederick County.

In Frederick County, food insecurity continues to impact the health, stability, and well-being of our residents. The Frederick County FEED Grant Program is a targeted initiative to support local organizations responding to increased food needs, particularly those affected by the recent federal government shutdown and delays in SNAP benefits.
This grant opportunity helps organizations continue or expand food-related services, including the purchase of food and essential food service equipment. The program is administered in partnership with the Community Foundation of Frederick County and supported by Frederick County, Maryland.

- Round Two Application Opens Early 2026
Total Available Funding: $1,000,000
Eligible uses for grant money include:
- Food distribution and meal programs
- General operating support for food-related initiatives
- Administrative overhead directly tied to food service delivery
- Capital purchases (e.g., refrigerators, freezers, food storage). Vehicles are not eligible.
- Use of Funds: January 1, 2026 – June 30, 2026
- Disbursement: One-time payment during the first quarter of the grant period
Applicants must meet the following criteria:
- Be one of the following:
- A nonprofit 501(c)(3) in good standing and/or existing food banks, pantries and religious organizations that:
- Provide food commodities, bagged groceries, backpack food programs, or hot meals to residents.
- Applicants must demonstrate a need for funding, and submit a project description, budget, and organizational documentation.
- Serve Frederick County residents (at least 51% of program participants must reside in Frederick County)
- Be in compliance with:
- Maryland Secretary of State’s Charitable Division
- Maryland Department of Assessments & Taxation
- IRS requirements (verified via GuideStar Charity Check)
