Meet the Team

Ashley Reed, Small Business Navigator

Ashley works directly with small businesses and other stakeholders to address improvements to the County's planning and permitting processes.  She focuses on developing strategies to support the small business community and get them through the processes to establish their business.

Ashley has extensive planning and processing experience and has been instrumentally involved in the planning, development review, and zoning processes of the county since 2017. She is also an expert in the county’s electronic submittal and plan review software and was instrumental in its implementation.   Moving into the Small Business Navigator role, she will take her current knowledge and expand it to simplify processes and provide direct assistance to all small businesses in Frederick County. 

Ashley has the expertise, experience, and energy necessary to take on this new role of implementing process improvements and assisting small businesses from start to finish. 

Staci Rosenberger, Planning & Permitting Ombudsman

Staci works directly with small businesses, homeowners, the agricultural community, and others to help them through the county’s planning, zoning, and permitting processes. She focuses on providing direct applicant assistance and improving the customer experience.  

Staci has extensive experience in the permitting process as she has worked with permit applicants since she joined the department in 2021. As she takes on her new responsibilities as the Planning & Permitting Ombudsman, she will expand her current knowledge and expertise to improve the customer experience.
